The National Human Rights Commission (NHRC) of New Delhi, India is an autonomous public body constituted on 12 October 1993 under the Protection of Human Rights Ordinance of 28 September 1993. It keeps the Law and Order as acts like court in the Indian Constitution. It is to provide Protection of Human Rights Act, 1993 for the protection and promotion of human rights, defined by the Act as "rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or embodied in the International Covenants".

The ex-Cheif Justice of Apex Court ( Supreme Court ) takes charge as Chairman of National Human Rights Commission presently Justice K.G. Balakrishnan. Where as each State High Court ex-Cheif Justice will act as Chairman of State Human Rights Commission.
Eg : For Andhra Pradesh Chairman of State Human right commission was Shri Nisar Ahmad Kakru.
